Driving in Italy can be a beautiful experience, but it requires preparation. Italian law requires non-EU visitors to carry an International Driving Permit (IDP) along with their valid driver’s license when renting or driving a vehicle.
The IDP is a translation document, not a replacement license, and must be obtained before leaving the United States through authorized providers such as AAA.
Many historic towns also operate restricted traffic zones (ZTL), monitored by cameras. Entering these areas without authorization can result in fines issued weeks or months after travel. For this reason, many travelers prefer private drivers or guided transport when visiting historic centers.

Beginning in 2025–2026, the European Union is introducing the Entry/Exit System (EES), a new automated border control process for non-EU travelers entering the Schengen Area.
Under EES, travelers will no longer receive passport stamps. Instead, entry and exit will be recorded digitally using biometric data (photo and/or fingerprints) at the border. This system is designed to improve security and accurately track the 90-day stay limit within the Schengen Zone.
EES does not require an application in advance and does not change visa-free travel for U.S. visitors. However, travelers may experience slightly longer processing times at passport control during the initial rollout period.

Many historic city centers in Italy operate ZTL (Zona a Traffico Limitato) — restricted traffic zones designed to protect historic areas from congestion.
These zones are monitored by cameras, and only permitted vehicles (residents, taxis, authorized hotel guests) may enter during restricted hours. Driving into a ZTL unintentionally can result in a fine issued later by mail.
The good news — avoiding ZTLs is easy:
